What is Student Congress?
Student Congress is the type of debate in which students act out an actual congressional session. Students are referred to as Senators, and are judged by a Parliamentarian and Judges. Students are expected to create legislation, write that authorship, and then write another speech for any of the 9 topics, however any number of speeches above two can be given. Students with experience will also occasionally act as a Presiding Officer and Chair, the PO keeps the debate in order and the chair decides the order of legislation (the docket). At the end of the regular season if the student has performed well enough, then they will qualify for Metro Finals, which is essentially the finals of debate.
